The service is provided to Israeli residents who are not citizens.
The required forms must be completed and sent by mail to an Israeli mission in the country where the applicant lives.
For issuing a first laissez passer or where the old laissez passer has been lost, stolen or destroyed, the application must be submitted in person at an Israeli mission in the country where the applicant lives.
Application for issuance of a passport/laissez passer or application for extension of a passport/laissez passer
Application for grant of an entry visa to Israel (returning resident visa)
Declaration of loss/theft/destruction of a passport or laissez passer.
Any visit to a mission must be arranged in advance through the online appointment scheduler.
The affidavit that is to be signed must be prepared in advance.
According to the Consular Schedule of Fees
If you have medical problems and are assisted by medical equipment, or if you have a metal implant implanted in your body, please provide yourself with an appropriate medical certificate.
If a nursing companion who is not a family member is coming with you, their details must be added when making the appointment.
Do not come to the meeting at the consulate with large bags, valuables, large sums of money, and electronic equipment such as laptops, tablets, etc., except for a personal phone.
Visitors arriving with electronic equipment will not be allowed to enter the consulate.

How to apply by mail
Please send and the requested documents and payment of the fee and return method.
Payment may be in the form of:
1. For a credit or debit card, please fill out a payment form. American Express will not be accepted
2. Cashier's Check/Money Order (not a personal check) - should be addressed to the consulate general of Israel to the Pacific Northwest
When sending packages to the consulate:
Make sure that your full name and address appear on the envelope.
Your package needs to be a clean envelope or a FedEx/UPS/USPS envelope.
Receiving the passport back from the Consulate:
We recommend sending a prepaid return envelope with your mail or pre-paid FedEx label.
If not provided, we will return the passport via FedEx. Payment of an additional fee is required (see pricing on the payment form).To use this delivery method, the fee must be paid when the application is submitted.
