Issuance of travel documents (passport) for citizens and residents of Israel

This service enables Israeli citizens and residents who are abroad to submit an application for a non-biometric Israeli travel document (passport)
Required Documents To Apply
Two recent photos (against a white background, with full front view of face, measuring 5x5 cm).
The travel document that is to be renewed.
A document proving Israeli citizenship – in case of an application for a first Israeli travel document.
Tip
All Israeli Citizens are entitled to a Passport, apart from the following exception:

Travel Document in Lieu of a National Passport is given to a person who after acquiring Israeli Citizenship did not settle in Israel for 36 out of 60 consecutive months from the date of acquiring citizenship. This is according to the Ministry of Interior guidelines - https://www.gov.il/BlobFolder/policy/piba_policy_127/he/3.3.0001.pdf​.
A Travel Document in Lieu of a National Passport is valid for entry to Israel. You may require a visa on it for other countries, please check with each country's embassy.

Please note that the first travel document given to an Oleh is a Travel Document in Lieu of a National Passport​ always.

Required presence at the Consulate
If the application is for a first travel document, the applicant must appear in person at the mission.
If the application is for the renewal of an expired document, the application together with the required documents can be sent by mail to the mission in the country where the applicant is staying.
Please note
Any and all requests for renewal of a passport for a child must be done physically at the embassy or in front of the honorary consul in Gibraltar, Wales or Scotland, by appointment only.

If the parents are married and registered in the Israeli Population Registry- only one parent is required to come

If the parents are divorced, separated or not legally married, we require written consent from both parents. Consent can be given at any Israeli Consulate around the world, or at any of the Population and Immigration Offices in Israel.

Minors from the age of 14+ will receive a passport that is valid until the age of 17, which will then only be renewed after their military status has been determined (exemption or deferral).

- Please note that the first passport application for an adult over the age of 18 requires physical presence at the embassy.

All passport renewal requests can be made physically at the embassy by appointment only.

Only in the following case, an application can be made by post:
An adult over the age of 18, who has already been to the embassy to recieve their first adult passport when they turned 18, has been in israel in the last 10 years and has filed for their military status.

Please include in the envelope the following:

1. Passport application form

2. passport photos 5X5 CM on a white background

3. The passport you currently hold.

4. Payment form filled and signed (we do not accept American Express or Diners cards). One can also pay with a postal order to the Embassy of the State of Israel. We do not accept cheques or cash. Payment form only necessary for postal application.

5. A pre-paid, next day special delivery, self addressed enveloped so we can return your passport - this is only necessary for postal renewals.

New passport is issued within 7 working days unless briefed otherwise at time of application

The applicant must arrive with all the documents to the Israeli mission in the country of residence..

The application with all the accompanying documents can be sent by mail, according to the instructions on the website of the mission.

Please note: 
When sending by mail, you must send the original documents and keep photocopies.

As said above, all requests can be made at the embassy, and some can be posted. All requests for minors have to be submitted at the consulate or with one of the honorary consuls in Gibraltar, Wales or Scotland.

Information

Please use the above payment form in your applications for renewal via post - renewal for an adult is 62 GBP for passport or 33 GBP for a travel document in lieu of national passport

- Please note that if there are multiple renewal applications for adults from the same household, one envelope is sufficient to return all passports.

- Travel documents that are printed by the State of Israel are state property and are to be closely guarded and kept. We recommend that you do not walk around with your passports on holidays, rather keep them in a safe at your place of stay and walk around with photocopies or other identification.

- Israeli Citizens are required by law to enter and exit Israel using their Israeli passport only. For information about use of foreign passports for Israeli citizens, see the following link - https://www.gov.il/he/departments/news/passport_zr_new​

- Travel documents printed abroad are valid for 5 years and are not biometric. (conditioned on the requirements for receiving a travel document). 

- You can request a biometric passport by submitting an application at any Interior Ministry office in Israel and they can send it to us in London when it is ready.

- We cannot print or renew passports of Israelis who have Collection Cases open against them (Hotza'a La'Poal). In this case, we can provide a one time travel document to Israel for a direct flight only.

-Citizens over the age of 18 who have not filed to determine their military status will not receive a passport until their status has been determined.
