What is MASHAV?
MASHAV – Israel’s Agency for International Development Cooperation at Israel’s Ministry of Foreign Affairs is responsible for the design, coordination and implementation of the State of Israel’s development cooperation programs and humanitarian assistance efforts. By placing people at the heart of development, we focus our development activities on human capacity building and on the ‘training of trainers’ approach, sharing with other countries Israel’s own development experience and expertise as well as innovative technologies and tested methodologies. In alignment with the 2030 Sustainable Development Agenda, and as a member of the family of nations, the State of Israel through MASHAV, shares the global responsibility of striving to overcome development challenges and contributing to the fight against poverty, while leaving no one behind.
History
MASHAV was established in 1958 following the vision of then Foreign Minister Golda Meir and Prime Minister David Ben Gurion to assist fellow nations overcome development challenges by sharing knowhow and technologies which provided the basis of Israel’s own development.
How MASHAV works
MASHAV's training program is comprised of technical assistance and human capacity building based on a demand-driven approach and in accordance with the needs and requests of partner countries. MASHAV’s professional activities take place both in Israel and in partner countries.

MASHAV in Vietnam
In Vietnam, Mashav has been working since the establishment of the diplomatic relations between two countries in 1993.
MASHAV’s short training courses in Israel have been implemented by the MASHAV’s specialized training and consultancy centers: MATC – MASHAV Agricultural Training Center, MCTC- MASHAV Carmel Training Center and METC – MASHAV Educational Training Centers together in cooperation with leading Israeli professional institutes.
The training course cover various subjects including agriculture, food security, water management, education, innovation and entrepreneurship, gender equality, green growth, and more.
The number of Vietnamese participants has reached over the years to 1,000 people.
MASHAV’s on the spot training courses - OTSC: Conducted at the request of the local partners by bringing MASHAV experts to assist local trainees. Training courses focus on areas in which Israel has acquired experience and exercise such as: agriculture, education, social development, innovation and entrepreneurship.
Three or four of OTSCs are conducted in Vietnam with more than 100 participants every year.
Short term consultancies: MASHAV experts have been sent at the request of the host country to provide rapid and specific advisory services to provide assistance in terms of program implementation, to conduct surveys on specific topics or to back-up MASHAV experts in long-term projects.
Some of the consultancy projects which have been carried in Vietnam are the green growth for innovative cities in cooperation with UNHabitat and agricultural consultancy for the issue of dry land in Ha Tinh.
MASHAV’s grant: A micro financial grant to support ongoing development projects which were launched and operated by graduates of the different MASHAV training programs. Vietnam has received the grants for projects:
• Enhancing capacity building for the project of agro tourism for sustainable and new rural development of Ministry of Agriculture and Rural Development
• Donation of a demonstration site of Israeli technology’s drip irrigation to Vietnam National University of Agriculture
• Donation of a demonstration site of Israeli technology’s drip irrigation to Thai Nguyen University of Agriculture and Forestry
MASHAV’s humanitarian aids: Viewing humanitarian aid as an integral part of its role in the international arena, MASHAV in Vietnam has contributed the financial aids and human resources to the places in need, such as:
• Renovating two schools suffering from the storm damage in Quang Binh in 2017
• Cleaning the beach in Hai phong in 2018 during the Good Deeds day with the help of MASHAV’s graduates
• Repainting the school for disabled children in Thai Nguyen with the help of MASHAV’s graduates in 2019
Agricultural internship under MASHAV’s supervision: The unique training program of 11 months for students of agriculture, combining advanced studies and hands on ‘learning by doing’. The program has been under the management and supervision of the Ministry of Agriculture and Rural Development of Vietnam and several ministries in Israel including the Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Agriculture, the Ministry of Trade and Labour. The programme has been running in Việt Nam for the past 15 years with 600 – 700 students annually.
This is the largest number of students attending this program, making Vietnam a significant partner of the program.
The Dairy Demonstration and Experimental Farm (DDEF): The DDEF was inaugurated in the vicinity of Ho Chi Minh city since 2013 with the aim of assisting and supporting the modern and intensive dairy farming in Vietnam.
The farm’s construction and the initial facilities were covered by Ho Chi Minh city People’s committee. The equipment, technology and experts were ODA from MASHAV.
