This service enables granting a visa for a short stay in Israel for purposes of visiting, touring, medical tourism, business, nonacademic studies for a short period, etc.
Required Documents To Apply
Travel document valid for at least 3 months beyond the period of the visa.
Printout of a bank statement for at least 3 months.
Confirmation of employment from the applicant's place of employment.
Place of residence in Israel during the period of stay.
Two-way plane ticket (need not be presented when submitting the application).
Proof of insurance covering the entire period of stay in Israel
Two recent duplicate passport photos, color against a white background, with full front view of face, measuring 5x5 cm).
Tip
Payment by bank card is preferred. We recommend that you make sure in advance that you remember your PIN code and that there are sufficient funds on your bank card.

Please, for preliminary verification, send clear scans of documents, without fingers or other objects in the frame.

Non-Israeli citizens who wish to receive a visa for short stays in Israel, such as tourist, medical or business visits, short-term non-academic studies, etc.

Appearance in person at the mission is subject to the discretion of the consular representative.

The Consular Section accepts visitors by appointment only. Appointments can be made by email only at consular@spb.mfa.gov.il.
To make an appointment, please send the following applicant details (in text) (if the applicant is a minor, you must also send similar details of the accompanying parent(s):
1) Purpose of contacting the consulate (type of visa, program name, name of the supervising organization - if any);
2) Last name and first name in Latin (as in the passport);
3) Date of birth;
4) Nationality;
5) Passport details: number and expiration date;
6) Expected date of entry into Israel;
7) Start date of studies (for a student visa);
8) Contact phone number;
9) You can specify the range of dates in which you want or, conversely, cannot visit the consulate.
10) You must also attach 1 pdf file (clear, light scans of documents, the total size of the letter is no more than 20 MB) containing the full package of documents. The date of admission will be set after preliminary checking of documents.

RULES FOR VISITING:
- Visitors must notify the consular department in advance by email at consular@spb.mfa.gov.il of any medical restrictions (pacemaker, wheelchair use, metal parts in the body, etc.);
- Upon arrival, visitors must enter the lobby of the business center on the first floor and wait for a security officer of the Consulate General, who will provide access to the Consulate General;
- All visitors (including minors) must present to the security officers all available, including expired, foreign passports (Israeli and other countries), as well as an identity document that was specified in the application for admission; if it has expired, you must also present a valid identity document;
- For security purposes, outerwear, hand luggage and personal belongings of visitors are left in a storage locker, you must take a full package of documents and means of payment (if applicable) to the appointment, it is allowed to bring baby food for small and newborn children, hygiene products into the consulate; it is prohibited to bring weapons and sharp objects;
- Due to unforeseen circumstances beyond the control of the consulate staff, the appointment may be postponed, in connection with which applicants must check their e-mail for notifications from the consulate, also when visiting the consulate in St. Petersburg, residents of other cities are not recommended to take non-refundable tickets;
- If the applicant is unable to come to the appointment at the appointed time, or not all of the declared visitors may come, or if the applicants failed to collect a full package of documents, it is necessary to notify the consulate about this no later than three working days in advance; If the visitor arrives later than the appointed time, he/she may be refused an appointment;
- Payment for consular services is made in RUB in cash without change or by bank card; cost of consular services: https://new.embassies.gov.il/saintpetersburg/ru/announcements/2026-03-25-consular-services-fees;
- Reception time is strictly limited and does not imply filling out applications and forms on the territory of the consulate, and consulate employees are not authorized to help fill out applications and forms or make photocopies of documents - you must bring to the appointment all the required copies and all documents completed, except for the line "applicant's signature" - signatures are put at the appointment;
- When visiting the consulate, contact the consular section in person (windows No. 2 and No. 3) - the department employees do not call over the loudspeaker.
