Application for deferment of reporting for military service for Israelis staying abroad

This service enables Israeli citizens and permanent residents of Israel who are staying abroad and are candidates for military service, to regularize their status with the IDF.

Who can apply?

The service is provided to Israeli citizens and permanent residents of Israel, from the age of 16 and 4 months, who live or are staying abroad.

How to apply

By email – The applicant must send the application by email, together with all the required documents plus a photocopy of his/her passport, and if either or both of his parents are Israeli citizens, a photocopy of their passport.

The consular representative will decide, at his/her discretion, whether the applicant must appear in person at the mission.

Information

According to the law, every Israeli citizen, even if they hold another nationality and/or reside abroad, is obligated to serve in the IDF or, alternatively, to allow a deferral of their military service as long as they live abroad. The status can be arranged at the embassy between the ages of 16 years and 4 months to 19 years (before reaching 19).

A minor's citizenship is determined based on the citizenship of their parents, not their place of birth. Therefore, anyone born abroad to Israeli parents (even if only one parent is Israeli) is an Israeli citizen and must arrange their military status.

To arrange military status at the consular office, the following documents must be submitted to the representation or sent by mail:

  1. A completed and signed personal request form for a new enlistee (intended for military service) residing abroad – Form 7202
  2. A copy of the Israeli passport of the new enlistee
  3. A copy of the Japanese passport of the new enlistee
  4. A copy of the Israeli passport of the Israeli parent
  5. A copy of the Japanese resident card of the Israeli parent
  6. A copy of the foreign passport if one of the parents is a foreign national
  7. A copy of the Japanese resident card of the new enlistee
  8. An updated passport-sized photo of the new enlistee
  9. An official letter of confirmation from the high school, containing: the name and type of institution (academic, high school/general, vocational, etc.), the course of study, the type of diploma the school provides upon graduation, and the expected graduation date. If the letter cannot be obtained in English from the school, it should be sent for translation at a notary translation office and must be notarized. An alternative translation option is to contact an official translation company, and after translation, the translator must take it to a notary office for certification.

 

Please note:

• Any document in Japanese must be translated into Hebrew or English. The translation must have a notary stamp.

• If the parents are divorced, the new enlistee can arrange their military status even if one of the parents lives in Israel, provided they present a document proving the custody of the parent they reside with abroad.

• The arrangement of the new enlistee's military status by the representation, at the consul's discretion, is possible if the new enlistee has not yet reached 19 years old. After the age of 19, the request will be transferred for handling by the relevant authorities in Israel, and the processing time will be longer.

• A new enlistee under the age of 18 will need to have their parents sign the deferral request form.

• Passport extension or renewal for the new enlistee will only be possible after arranging their military status.
