Background
Local disaster management refers to the coordinated efforts and activities undertaken at the local level to mitigate, prepare for, respond to, and recover from disasters. It involves a range of activities, including risk assessment, planning, training, public education and awareness, as well as coordination between various stakeholders. It plays a critical role in ensuring the safety and well-being of communities during emergencies and disasters, especially in the context of globalization, conflict, and climate change, which can exacerbate the impact of disasters.
The main actors involved in local disaster management include local government agencies, emergency services, non-governmental organizations (NGOs), community groups, volunteers, and the private sector. These actors work together to develop and implement disaster management plans, coordinate response efforts, and provide assistance to affected populations. Due to the complex and multifaceted nature of disasters, local disaster management is inherently interdisciplinary, drawing on expertise from fields such as emergency management, public health, engineering, social sciences, and environmental studies.
Due to Israel’s unique landscape and environmental conditions, limited natural resources, diverse society, geographical location, and geopolitical situation, effective local disaster management is of paramount importance. The purpose of the proposed course is to share the Israeli experience, best practices, innovative approaches and challenges in local disaster management, and increase our communities’ overall resilience.
Aims
- Exploring disaster management concepts, principles and frameworks, including in the phases of mitigation, preparedness, response and recovery.
- Enhancing risk assessment and planning skills.
- Building interdisciplinary knowledge drawing on expertise from different fields on emergency management.
- Strengthening coordination and collaboration with various stakeholders such as government agencies, NGOs, community groups, volunteers and the private sector in disaster management efforts.
- Exchanging experiences and ideas on concepts, programs, and methodologies applied in the participants’ countries as well as in Israel.
- Examining the Local Disaster Management (LDM) model of the city of Sderot.
- Developing proposals of models and services for effective local disaster management

Application Requirements
The course is designed for 24 participants, representatives of local governments, communities, civil society and international organizations working in the field of local disaster management. Candidates are expected to have relevant background in local leadership, urban planning, risk management, municipal preparedness, and/or similar fields with at least five years of work experience. Full command of English is necessary.

Completed application forms, including the health declaration, must be submitted to the Israeli embassy or mission no later than June 14th 2024.

By submitting your application for the course, you agree to carry out a follow up activity for the benefit of your community within three months of returning home. You may conduct your contribution initiative at your workplace, organization or the community at large.

Participants must arrive at the training center on the arrival date, and leave on the departure date. Early arrivals and/or late departures must be arranged and paid by the participants themselves.

Location and Accommodation
The course will be hosted at The Golda Meir MASHAV Carmel International Training Center (MCTC), located at 12 David Pinsky st., Haifa. Participants will be accommodated at MCTC in double rooms (2 persons per room). The program will be facilitated by both MCTC and The International Resilience Center in Sderot (IRCS), located at 9 Ahavat Yisrael st., Sderot.
General Health Services:
1. MASHAV'S Medical form/declaration must be completed and delivered by all candidates to the nearest Israeli mission with your candidacy forms.
2. MASHAV'S Medical insurance covers only medical services and hospitalization in case of emergency. It does not cover the treatment of chronic or existing conditions, specific medications taken by the participant on a regular basis, dental care and eyeglasses. Participants will be responsible for all other expenses, which are not covered by the insurance policy. Israeli Health authorities recommend that all visitors to Israel make sure they have been vaccinated against tetanus in the last ten years.

About The Golda Meir MASHAV "Carmel" International Training Center
The Golda Meir Mount Carmel International Training Center (MCTC) was established in 1961 to assist in the training of women engaged in community work in the newly emerging states in Africa and Asia. Since the establishment of MCTC, more than 30,000 participants from over 147 countries in Asia, Africa, Europe, Central Asia, Eastern Europe, Latin America, the Middle East, Oceania, and the Caribbean have attended over 700 capacity-building programs and workshops, and 31 International Conferences for Women Leaders, conducted in Israel.
MCTC focuses on three areas of study: Community Development, Early Childhood Education, and Organization and Management of Microenterprises, all with gender as a cross-cutting issue. In each training program there are up to 26 women and men from 10 to 27 countries. Usually two workshops are conducted concurrently in different languages (English, French, Spanish, Russian, or Arabic).
The Center is located on Mount Carmel in Haifa. The building consists of living accommodation and classrooms, as well as recreation and dining facilities. Wi-Fi is available on the premises.
