Notice of a child born abroad

This service enables parents who are Israeli citizens to register children born abroad in the Population Registry.
Required Documents To Apply
Passports of both parents.
Original birth certificate - check the instructions listed under "how to apply"
Additional supporting documents may be required, depending on the individual case.
Tip
An Apostille certificate is a "cover" on the original certificate and should not be separated.
To order the certificate, please contact the Department of State of the state where the child was born.
Required presence at the Consulate
Either one of the parents who is an Israeli citizen must appear in person at the mission.
When submitting an application to register a child under the age of 18 (without submitting an additional application, such as for a passport), there is no need for the child to be present.

Who can apply?

Israelis wishing to register their children who were born abroad.

How to apply

The application must be submitted in person at an Israeli mission in the country where you are staying.

It is advisable first to send the required forms and documents to the mission by email, for a preliminary examination prior to your arrival at the mission.

Please note

  • Original birth certificate, authenticated as required, and translated. Authentication of the certificate must be done in one of the following ways:
  • By an apostille stamp – if the certificate was issued by a government agency or another official body in a country that is a signatory to the Apostille Convention.
  • If the certificate was issued in a non-signatory country, it should be authenticated by a consular representative. For instructions on how to authenticate the certificate, contact an Israeli mission in the country where the certificate was issued.
  • Parents wishing to register a child, who declare that the mother is an Israeli citizen, must provide, in addition to the birth certificate, proof that the mother registered in the birth certificate gave birth to the child.*
  • Parents wishing to register a child, who declare that the father is an Israeli citizen, must provide, in addition to the birth certificate, proof that the mother registered in the birth certificate gave birth to the child,* as well as evidence of a relationship between the purported father and the mother before she became pregnant.

* That is, confirmation of birth from the obstetrics department of the hospital where the child was born.

 

  • In the absence of sufficient evidence, the parents may be required to present an order of a competent court in Israel that establishes paternity or maternity, as relevant.

Information

*Before the child can register as an Israeli Citizen, the Israeli parents' marital status must be updated in the population registry (משרד הפנים). 

*You can update your marital status at the same appointment as the registration.

The kids and both their parents must be present at the appointment.

*Please bring with you your passport to the appointment. (Israeli and foreign).

 

*To register a child born abroad whose age does not exceed 28, Please prepare the following documents in both original form and in hard copies when arriving at the Consulate:

1. Original birth certificate with Apostille stamp/certificate.

3. Two passport pictures (2x2 inches) on a white background, without glasses/hats, and the hair must be behind the ears. Please make sure that the photos are in focus.

 

For births occurring after 01.01.2005, please bring one of the following:

-Hospital birth confirmation.

-Mother's hospitalization papers or discharge from the hospital.

-Pregnancy tests start from the third trimester.

-Any other reliable document indicating the pregnancy (from the third trimester onwards) of the birth.

Please note: if the parents did not update their marriage before the birth and updated it for the first time at the birth registration meeting, they will need to provide two documents from the list above!

 

For births occurring before 01.01.2005—The following is required:

An affidavit pre-drafted by the mother attesting to biological motherhood, including hospital and delivery doctor details, date, and place of birth.

 

Applicants who are 16.4 years old and older must add a form to arrange their military status. 

 

If the parents update their marriage for the first time at the birth registration meeting:

*Both of the parents are Israeli': In Misrad Hapnim, the personal status of the mother is still "single" (or a different marital status that doesn't include marriage to the father); therefore, you will need to sign on "Recognition of Fatherhood to a Newborn born to an Unmarried women" form.

*Foreign spouse: the couple must present evidence of the sincerity of the relationship 300 days before the birth. 

 

To report one's marital status change, please prepare the following:

1. The original marriage/divorce certificate verified by an Apostille stamp/certificate.2. 'Notification of change in marital status' form filled by the Israeli citizen without signing. 
3. If one of the spouses is a foreign citizen, they need to sign a declaration regarding their previous personal status before marrying as a notary statement in front of the Consul. If this case is relevant to you, please update us.4. If the foreign spouse's personal status was Divorce, Widow, or widower, please bring the divorce/death certificate verified by an Apostille stamp/certificate.

 

Pay attention!

Citizens who want to change their last name due to a change in their personal status need to bring their ID card, which the Consulate will send to Israel.

It will not be possible to make the change without depositing the ID card. If you cannot deposit it, please let us know in advance.

 

Please note: The Consul may request additional documents on the day of the appointment.
