Israel Ministry of Defense (IMOD) Representative and the Director of the Office of Defense Cooperation (ODC) in Washington DC

 

Mr. Omer Haim holds the position of Israel Ministry of Defense (IMOD) Representative and serves as the Director of the Office of Defense Cooperation (ODC) in Washington, D.C., a role to which he was appointed in July 2019.

 

In this capacity, Mr. Haim is entrusted with the management of cooperation initiatives and the advancement of policies set forth by the Israel Ministry of Defense. His responsibilities include fostering and implementing defense cooperation with the U.S. administration, necessitating ongoing dialogues with diverse U.S. federal departments, state governors' offices, and the defense industrial base.

Acting as a key Representative between IMOD's Director General Office and various directorates, Mr. Haim leads IMOD's engagements with the U.S. Government (USG) at the policy and political-military levels. He also oversees defense export, defense-industrial, and licensing processes in coordination with USG authorities and industries.

 

Prior to assuming his current role in Washington D.C, Mr. Haim served for over a decade at IMOD's headquarters in Tel Aviv. From April 2015 to July 2019, he held the position of Chief of Staff and Principal Advisor to IMOD's Director General. During this time, he efficiently managed 24 branches and directorates, spearheading cross-functional efforts such as strategy formulation, policy recommendations at the ministerial level, fostering relations with strategic partners, directing acquisition and sustainment processes, and analyzing Israel's industrial capabilities for future war-fighting endeavors.

Previously, Mr. Haim served as Division Director at the IMOD Directorate of Security of the Defense Establishment (DSDE) for six years (2009-2015). In this role, he was responsible for shaping security concepts and guidelines to safeguard Israel's defense technology, negotiating pivotal security agreements with high-ranking defense and military partners.

 

His career trajectory also includes distinguished service in various staffing and command roles within the Israel Security Agency (ISA) from 2000 to 2009.

Graduated from the MA Executives Program on Diplomacy and Defense Studies at Tel-Aviv University. He holds a BA in Business, Finance and Marketing from Ono Academic College.
