Notice of a child born abroad

This service enables parents who are Israeli citizens to register children born abroad in the Population Registry.
Required Documents To Apply
Passports of both parents.
Original birth certificate - check the instructions listed under "how to apply"
Additional supporting documents may be required, depending on the individual case.
Required presence at the Consulate
Either one of the parents who is an Israeli citizen must appear in person at the mission.
When submitting an application to register a child under the age of 18 (without submitting an additional application, such as for a passport), there is no need for the child to be present.

Who can apply?

Israelis wishing to register their children who were born abroad.

How to apply

The application must be submitted in person at an Israeli mission in the country where you are staying.

It is advisable first to send the required forms and documents to the mission by email, for a preliminary examination prior to your arrival at the mission.

Please note

  • Original birth certificate, authenticated as required, and translated. Authentication of the certificate must be done in one of the following ways:
  • By an apostille stamp – if the certificate was issued by a government agency or another official body in a country that is a signatory to the Apostille Convention.
  • If the certificate was issued in a non-signatory country, it should be authenticated by a consular representative. For instructions on how to authenticate the certificate, contact an Israeli mission in the country where the certificate was issued.
  • Parents wishing to register a child, who declare that the mother is an Israeli citizen, must provide, in addition to the birth certificate, proof that the mother registered in the birth certificate gave birth to the child.*
  • Parents wishing to register a child, who declare that the father is an Israeli citizen, must provide, in addition to the birth certificate, proof that the mother registered in the birth certificate gave birth to the child,* as well as evidence of a relationship between the purported father and the mother before she became pregnant.

* That is, confirmation of birth from the obstetrics department of the hospital where the child was born.

 

  • In the absence of sufficient evidence, the parents may be required to present an order of a competent court in Israel that establishes paternity or maternity, as relevant.

Security instructions for arrival at the venue ⚠️

Before your arrival, please follow the following instructions:

1. You must arrive with all your passports - if you have additional foreign citizenships, make sure you arrive with all your passports.
2. It is prohibited to arrive with weapons or self-defense means, including knives, batons, pepper spray, etc.
3. Do not bring electronic devices other than a mobile phone.
Visitors who arrive with computers/tablets will not be allowed entry.
4. No storage of items on site - avoid bringing non-essential equipment.
Also, do not arrive with valuable items and large sums of money.
5. Do not arrive with additional visitors who are not required for the purpose of the meeting.
6. If you have any disability or have undergone medical treatment, such as a pacemaker, platinums, etc., make sure you come with the documents confirming this.
7. There is a police officer in the lobby of the building, you must obey his instructions and act in accordance with his instructions.

Additional requirements

  • Confirmation of birth - Mother's Record of Birth:
    Evidence of birth is required to verify that it is the birth of a biological mother and not an adoption, or other legal procedure (such as surrogacy). 
    Unequivocal evidence can be:
    • Hospital certificate attesting to birth
    • Hospitalization documents or a discharge letter from the hospital
    • Pregnancy follow-up starting from the third trimester
       
  • ​In the case of an Israeli parent that was born abroad- registering the child in the consulate is not possible under certain terms. Contact the department directly to check your status.

     

  • In the case that the parents are not married and only one of the parents is Israeli - proof of marital relationship at least 300 days before the child's birth must be presented or if the non-Israeli parent is Jewish eligible for Aliyah from the Jewish Agency can be presented instead.  
  • ​In the case that the parents did not register their marriage in the Israeli registry
    • You must update your personal status-
    • If one of the parents is not Israeli - proof of a marital relationship at least 300 days before the child's birth must be presented or if the non-Israeli parent is Jewish eligibility for Aliyah from the Jewish Agency can be presented instead.

      Proofs of marital status can be rent agreements, utility bills that include both names, joint​ bank accounts, tax reports insurance, etc. and can be subject to approval from the ministry before the registration of the child.
