If the application is for the renewal of an expired document, the application together with the required documents can be sent by mail to the mission in the country where the applicant is staying.
The service is available to Israeli citizens or residents living abroad.
The applicant can schedule an appointment through the online appointment scheduler, at an Israeli mission in the country where he/she is staying, and bring all the documents in person to the mission.
The application with all the accompanying documents can be sent by mail, according to the instructions on the website of the mission.
Please note: When sending by mail, you must send the original documents and keep photocopies.
To visit the mission, it is necessary to schedule an appointment in advance.
Before coming to the mission, make sure you have with you all the required documents and completed forms.
Payment must be made according to the Consular fee Chart.
If you have medical problems and are assisted by medical equipment, or if you have a metal implant implanted in your body, please provide yourself with an appropriate medical certificate.
If a nursing companion who is not a family member is coming with you, their details must be added when making the appointment.
Do not come to the meeting at the consulate with large bags, valuables, large sums of money, and electronic equipment such as laptops, tablets, etc., except for a personal phone.
Visitors arriving with electronic equipment will not be allowed to enter the consulate.

Renewing by mail
If you answer 'Yes' to ALL questions below, you can apply for a new passport by mail:
You are 18 y/o or older.
You have established your military status (for those under 30).
You have your passport in your possession to submit with your application. (Not first passport, not stolen or lost).
The passport is undamaged other than normal wear and tear.
You traveled to Israel at least once in the last 10 years.
In all other cases that do not meet the conditions written above, applications for travel documents or passports can be done only in person at the consulate. You must make an appointment through the website in advance.
Each application will be reviewed to check the citizen's eligibility for a travel document, the type of document, and its validity.
How to apply by mail

A completed and signed application form
Current passport
If this is an application for a first adult passport (the last one was issued to you as a minor) you must submit one of the following with your application: a color copy of your US or another foreign passport, a copy of your green card or a copy of your driver's license.
Two passport photos (2x2”, color, on a white background, American passport standard), taken within the last 3 months – standard American passport photos
Payment of the fee and return method.
Payment may be in the form of:
1. For a credit or debit card, please fill out a payment form. American Express will not be accepted
2. Cashier's Check/Money Order (not a personal check) - should be addressed to the consulate general of Israel to the Pacific Northwest
When sending packages to the consulate:
Make sure that your full name and address appear on the envelope.
Your package needs to be a clean envelope or a FedEx/UPS/USPS envelope.
Receiving the passport back from the Consulate:
We recommend sending a prepaid return envelope with your mail or pre-paid FedEx label.
If not provided, we will return the passport via FedEx. Payment of an additional fee is required (see pricing on the payment form).To use this delivery method, the fee must be paid when the application is submitted.
