The service is provided to Israeli residents who are not citizens.
The required forms must be completed and sent by mail to an Israeli mission in the country where the applicant lives.
For issuing a first laissez passer or where the old laissez passer has been lost, stolen or destroyed, the application must be submitted in person at an Israeli mission in the country where the applicant lives.
Application for issuance of a passport/laissez passer or application for extension of a passport/laissez passer
Application for grant of an entry visa to Israel (returning resident visa)
Declaration of loss/theft/destruction of a passport or laissez passer.
To visit the mission, it is necessary to schedule an appointment in advance.
Before coming to the mission, make sure you have with you all the required documents and completed forms.
According to the Consular Schedule of Fees
For contacting about consular issues, you must write in the email your full name and (Israeli) ID number, and the reason for contacting the consular department.
Please come with the following documents:
* The "passport application" form
* The "Registration of an Israeli Citizen Abroad" form
* Previous Israeli travel document (passport / Laissez Passer)
* 2 recent passport photos with a light background that in size- 5 x 5 cm.
* Laissez Passer fee in cash.
Consular treatment of this type up to about 10 working days
Please note - since you did not provide proof of settlement in Israel, we can issue you a transit certificate. Visa exemption agreements do not apply to this travel document.
