Application for Israeli laissez passer for foreigners

This service enables foreigners who are residents of Israel to submit an application to receive a laissez passer.
Required Documents To Apply
Two recent duplicate passport photos (color against a white background, with full front view of face, measuring 5x5 cm)
ID card; for a minor – the paper addendum (sefach) to the ID card containing the minor's name
Declaration of loss/theft/destruction of passport/laissez passer
The current laissez passer, if any
Foreign passport
Receipt for payment for laissez passer and returning resident visa
NOTE: the validity of the laissez passer required for entry changes from country to country. You must verify that the laissez passer is valid for the destination country before ordering the flight ticket.
NOTE: an Israeli laissez passer for foreigners is valid for a maximum of five years.
NOTE: agreements that exempt Israelis from visas do not apply to a person holding an Israeli laissez passer for foreigners. Therefore, the appropriate visas must be obtained for entering other countries.
NOTE: before entering Israel, an application for a returning resident visa must be submitted, for which an additional fee is charged.
Required presence at the Consulate
It is mandatory to come in person to the mission when a first laissez passer is being issued or when the old laissez passer has been lost, stolen or destroyed.

The service is provided to Israeli residents who are not citizens.

How to apply

The required forms must be completed and sent by mail to an Israeli mission in the country where the applicant lives.
For issuing a first laissez passer or where the old laissez passer has been lost, stolen or destroyed, the application must be submitted in person at an Israeli mission in the country where the applicant lives.

Any visit to a mission must be arranged in advance through the online appointment scheduler.
The affidavit that is to be signed must be prepared in advance.

Information

1 - Due to the limited size of the waiting room and the volume of visitors, a person who does not have an appointment or does not require consular services will not be permitted to enter the Consulate. This includes spouses and family members. Seniors, disabled individuals and minors requiring consular services may be escorted by one other person.

2 - When entering the building you will talk to a security officer on the phone. You will have to show proof of the appointment (date and time) as well as to show a pictured ID.

3 - Every visitor is required to undergo a thorough security check before entering the waiting room. Security directives apply to all those who visit the Consulate. The instructions of the security staff must be obeyed at all times, throughout your visit to the Consulate.

4 - Do not bring any bags with you to your appointment including large backpacks, suitcases or duffle bags. Personal purses are allowed. There is no place to store bags in the consulate/building.

5 - Any electronic items (cellphones, headphones, electronic cigarettes, etc.) must be deposited in a safety deposit outside of the Consulate) You will have access to your devices after your appointment).

6 - Any food, beverages (cold or hot) and containers containing liquids are prohibited from entering the Consulate.

7 - Please come ready to administer your payment. We accept only debit/credit cards (Visa/Mastercard) and cash.
