Kobi Valer was born in 1977 in Israel, at the kibbutz Kfar Blum.

During his childhood, he grew up in the town of Hatzva, in the southern part of the State of Israel.

Between 1992 and 1995, Valer joined the military boarding school affiliated with the "HaReali" school in Haifa.

After completing his studies at the boarding school, he enlisted in mandatory military service in the Israel Defense Forces as a combat soldier in the "Orev" unit of the Paratroopers Brigade.

Valer completed the training course and proceeded to officer school.

After the course, he returned to the Paratroopers Brigade, where he held various positions, including commander of the "Orev" unit, commander of Battalion 202, and deputy brigade commander.

After completing a brigade commanders' course, Valer was appointed as the commander of the Reserve Brigade "Etsyoni" (Brigade 6) and as the commander of the training base of the Northern Command.

Subsequently, he served as deputy commander of the Gaza Division from 2018 to 2019.

Upon completing this role, Valer was appointed as the defense attaché of Israel in Beijing, a position he held from 2019 to 2022.

Following this, and after 27 years of service, Valer retired from the IDF and joined the Israeli Ministry of Foreign Affairs.

He completed the cadet course with a political focus, and upon graduation, was appointed as Deputy Ambassador in Bogotá, Colombia.

After the downgrade of the diplomatic status from embassy to general consulate, Valer was appointed as the acting consul general.

Kobi Valer is a graduate of:

- The Command and Staff College of the Israel Defense Forces.
- Holds a Bachelor’s degree in Law from Kiryat Ono College, Israel.
- Holds a Master’s degree in National Security Studies from the University of Haifa, Israel.

Valer is married and the father of three children.
