Lilian was born in 1962 in Rehovot, Israel. During her military service. She was a producer and editor in the IDF radio station (Galei Tsahal). She earned a B.A in Archaeology and Egyptology from Tel Aviv University and M.A in Eastern and Western Studies in the HUJ.

Lilian started to serve the Israeli Ministry of Foreign Affairs in 1986.

She served as Deputy Head of the Israeli Embassy in Singapore and Cultural Attaché at the Israeli Embassy in Paris, and then served as the Director of the Southern Europe Division at the Ministry of Foreign Affairs of the State of Israel for 10 years.

In 2007, she was appointed as the Acting Ambassador of the Israeli Embassy in Canberra.

In 2015, she was appointed as the Ambassador of Israel in Bulgaria and served in this position until 2019.

Lillian served as the Chargé d'affaires of the Israeli Embassy in Turkiye, starting on January 26, 2021 until she was appointed as the Ambassador of the State of Israel in Turkiye on September 19, 2022.

IritLilian submitted her credentials to the President of Turkiye Recep Tayyip Erdogan on December 27, 2022 as the first woman Ambassador of the State of Israel in the Republic of Turkiye.
