OFFICIAL AGREEMENTS BETWEEN ISRAEL AND ALBANIA

Diplomatic relations between Israel and Albania were set soon after the establishment of the State of Israel in  April 1949. However, for the following four decades the relations were severed and reestablished only in August 1991. In 1998 Albania opened its Embassy in Tel Aviv and Israel inaugurated its Embassy in Tirana in August 2012. Since then the bilateral relations are blooming and the cooperation is deepening especially in the fields of economics, culture, agriculture and cyber security.

Albania and Israel are friendly nations with a unique bond rooted in history. The biggest testimony of this bond dates back to the dark years of WWII, where many Albanians saved and gave refuge to thousands of Jews escaping Nazi persecution. Albania became the only country in Europe in which the number of Jews grew following the Holocaust. Israel, on the other hand, showed its solidarity and friendship during the devastating earthquake of 2019 by sending rescue teams and engineers to the regions harshly hit by the earthquake.

Immediate Goals:

1.  Strengthening Oncology Services at Mother Teresa Hospital

- Establishment: of a an Oncology Collaborative task force Team Form a joint working group with regular onsite visits and remote coordination. Work continuously on need assessment and gap analysis

- Training Programs: Offer training at Sheba for Albanian leaders, physicians, nurses, and technicians, including both short-term programs and full fellowships.

- Complex Case Consultation: Provide direct consultation support to Mother Teresa's teams for managing complex oncology cases.

- Research Collaboration: Initiate joint research projects to advance oncology care and foster innovation.

2. Capacity building - advanced professional development and training and in all disciplines.

Intermediate Goals: Developing Essential Services and Infrastructure

- Electronic Medical Records (EMR): Implement EMR systems to improve patient data management and continuity of care.

- Inpatient Rehabilitation Services: Develop dedicated rehabilitation facilities for patient recovery and long-term health outcomes.

- Organ and Bone Marrow Transplant Programs: Establish capabilities for essential transplant procedures, building capacity for advanced medical services.

Long-Term Goals: Enhancing the Public Health System

- Health System Structural Reform: Reevaluate the financial structure to incentivize quality and value-based care.

- Increasing healthcare spending.

- Workforce Planning: Engage in strategic long-term planning for healthcare workforce development to meet future needs.This framework aligns Sheba's expertise with Albania’s objectives, supporting immediate clinical improvements while establishing sustainable healthcare enhancements for the future.
