From Belarus to Russia:
There are restrictions that apply to land transit. Passengers who do not have the citizenship of Russia or Belarus cannot enter from Belarus to Russia through the land border by bus, train or private car.
The possibility of entering Russia from Belarus is only possible by flight.
Russia
The entry of an Israeli citizen into Russia is also a matter of Russian citizenship
The Ministry of Foreign Affairs wishes to bring to the public's attention that an Israeli citizen who also holds Russian citizenship or whether he is entitled to it and has not yet received it, and who enters, stays, or will stay in the territory of the Russian Federation, is subject to the law and regulations in Russia, including decisions concerning the recruitment of citizens into the Russian army, and entry and exit requirements from the state's borders.
An Israeli citizen who holds Russian citizenship (even if he has never had a Russian passport) will be required to leave Russia only with a valid Russian travel document, and will not be able to leave Russia until after receiving a Russian travel document (internal and external passport), a process that may take a long time.
Citizens of Israel who hold Russian citizenship are asked to take this information into account when planning their travels and staying in Russian territories.
Israeli citizens who may have Russian citizenship are asked to check and verify the issue of citizenship before arriving to visit Russia.
In light of the events in Russia at this time, the Ministry of Foreign Affairs recommends that Israeli citizens consider the necessity of their arrival in Russia at this time, as well as citizens staying in the country to consider the necessity of their stay and in any case avoid getting close to hot spots.
It is recommended to keep up to date with developments through the media, the social networks of the Israeli embassies in Russia and the website of the Israeli Ministry of Foreign Affairs.
Belarus
The Ministry of Foreign Affairs would like to inform you that recently we have been receiving reports of an increase in the number of cases in which the entry of Israeli citizens to Belarus was not approved.
It should be emphasized that, similar to anywhere else, the decision to refuse entry to the country rests with the local authorities and the local law must be obeyed.
Some of the refusals are based on the entry law, which includes the following reasons for refusing entry to a foreign citizen:
• Irregularity of travel document (tear, lack of blank pages, problem with validity, problem with visa)
• When a citizen violated the law in Belarus on previous visits without completing a penalty/without paying the fine
• When a citizen is accused of breaking the law in Belarus or another country
• When it has not been proven that the citizen has sufficient financial capacity to cover the period of his stay in Belarus
• When there is suspicion of illegal settlement
• When the citizen's stay endangers national security, disturbs public order, harms the protection of morality, harms public health, endangers the rights and freedoms of the citizens of Belarus.
